Researchers post new ideas for emissions trading

A CARBON PRICE ceiling and floor, controls on the number of carbon credits circulating in New Zealand, and forward agreements for New Zealand to buy credits from developing countries are among new proposals to get the Emissions Trading Scheme cracking.

The ETS is New Zealand’s main tool for cutting emissions, but so far it has failed to do the job, with officials last year telling the Government that the scheme had contributed “only minimally” to changing emitters’ behaviour.
