Instead, the Government of the day said the country would cut emissions by five per cent on 1990 levels by 2020 a target it will need to meet with the use of carbon credits left over from the 2013 target.

Between 1990 and 2017, New Zealand gross emissions increased 23.1 per cent and net emissions 65 per cent.
